Paul Cull is originally from Christchurch, New Zealand, although he spent over two decades in Brazil where worked with disadvantaged young people and with community disaster resilience. He introduced the Community Emergency Response Team (CERT) programme to Brazil and founded CERT Brasil to take the disaster response training to communities in the nation.
He returned to New Zealand in 2018 to complete a Master in Emergency Management degree, although at the same time he trained community response teams in a number of countries, including Brazil, Belize, Guatemala, Indonesia and Sri Lanka. He also founded Community Response Consultants to continue this work on an international scale and began working as an Emergency Management Advisor for the Wellington Region Emergency Management Office (WREMO) in January 2020. He moved back to Christchurch in early 2022 and is currently working as an Emergency Management Officer for the Waimakariri District Council.
