Paul Cull is originally from Christchurch, New Zealand, although he spent over two decades in Brazil where worked with disadvantaged young people and with community disaster resilience. He introduced the Community Emergency Response Team (CERT) programme to Brazil and founded CERT Brasil to take the disaster response training to communities in the nation.
He returned to New Zealand in 2018 to complete a Master in Emergency Management degree, although at the same time he trained community response teams in a number of countries, including Brazil, Belize, Guatemala and Indonesia. He also founded Community Response Consultants to continue this work on an international scale.
